I merely wanted to present this as a potential work item, including what the
data is. Seems there's agreement that it should be a work item because folks
are arguing[1] about what should be in there.

I think that there is a rough consensus about the need for this work
item. However, IMHO there is a need to put this work item towards the
bottom of the list, in order to concentrate on the other issues first.
