Except that argues that we shouldn't be trying to create something in
a rush that is likely to be poorly defined. Rather we should select
from among the proposals that have had stable designes and are tested.
Both DMP and (old-)SPF, for example, would qualify.
The XML extentions are very unlikely to be able to fix blotches in a
rushed standard, unless such extentions are so open-ended that we
aren't really creating a standard at all.
