   Assar,

   I think we should avoid ASN.1 encoding rules at all cost, BUT if we
   are to do anything with a native X.509 cert...

The UserID field (currently a 255 charater octet string)
could handle other types, such as...

OpenPGPGenericName ::= CHOICE {
     otherName                       [0]     INSTANCE OF OTHER-NAME,
     rfc822Name                      [1]     255 Octet String,
     dNSName                [2]      IA5String,
     x400Address                    [3]      ORAddress,
     directoryName                  [4]      Name,
     ediPartyName                   [5]      EDIPartyName,
     uniformResourceIdentifier       [6]     IA5String,
     iPAddress                       [7]     OCTET STRING,
     registeredID                    [8]     OBJECT IDENTIFIER }

Do you actually propose using an ASN.1-related format or did you just
happen to write it in this format?
