Most keyservers (e.g. mit) use that same port number, you don't notice it
unless you look at the URL, so it is a case of an informal convention
being change into a specification.

From my autolookup script which long predated pgp5.0:

geturl http://swissnet.ai.mit.edu:11371/pks/lookup\?op=get\&search=0x$i

Has anyone tried this with a proxy server?

Yes, but you have to tell the http proxy to work on the goofy port number,
or enable that port number to pass through.

This doesn't work with some firewalls.

It should be socksifiable, and the rest work as above.
