Yes, there should be no weakness.  I know ROT-n is a joke to some, but
if Caeser used it, then so can others.  If a test case is needed, it
should be plain and open.  Not that I think one is.

I too can see a need for something like ROT-n for testinng.  As PGP is not
just an encytion system but also has key manigment, signing ascii armore
ect it would be usefull to be able to sepreate off one part of the system
with know working code.
