DSS lengths

As Peter said, to make a DSA implementation greater than 1024 bits, you
need a hash that is bigger that 160 bits. Also as Peter noted, we've been
investigating how to do this. We plan on getting larger hashes and thus
longer DSA keys.

I've tried in OP-FORMAT not to talk about this -- I don't want to limit an
implementation to 1024 bits, nor to mandate how to get a larger hash value.
Is there something I need to change in the spec?
