opgp99b2.tgz uploaded

I am trying to finish things off.  This file has been uploaded to
www.cryptography.org and should be in the new directory by tomorrow
morning.

I added signature checking to my lookup program.  I think I made the last
change to the library interface itself.  Any further changes should be
bugfixes.  I even was able to get some things working under visual C.
