This is only informational, but interesting because our solution uses a
new PGP-Packet type, which should be ignored and may be stored by a PGP
implementation (instead of aborting)]

We're currently working on a replacement for the mail based
synchronization mechanism, relying on the MBone, but also allowing unicast
connectivity, single update messages (less flooding) and a reliable
mechanism to detect missed updates and re-request them.

This mechanism should reduce today's problems with keyservers which are
out of sync or not reachable (ie. crashed...) and e-mail bouncing around.

A release date is in "near future" ;-) 

Since this mechanism uses serial numbers for requesting retransmitts you
could get the functionality of your hash-functionality with simply
comparing those serial numbers with a local "database" of serials.

Since the serial numbers are stored in pgp-packets you could use an
extended pgp for this.
