Since the serial numbers are stored in pgp-packets you could use an
extended pgp for this. 

I am not quite sure what you mean by serial number and how it relates to
insuring that two DB's have the same key?

Is the serial number directly related to the contents of a key or is it
just a unique ID for a key? If it is the second then how does one insure
that an updated key has the updates propegated to all the servers? If we
are talking about a end users how does he insure that his local copy of a
key is the same as the servers without periodically downloading the keys?
