Well if a new algorithm is used in the future then the RFC will have to be
updated with the relevent information.

size of both, the Secret Key Packet with it's included Public Key Packet

Yes, the packet size inculdes all the data in the Secret Key Packet. While
the Secret Key Packet containes all the data of a Public Key Packet this
data is not a packet itself. Because of this there is no seperate header
for the public key data.
