GnuPG has such a parser built into it. Also, there's a perl script written
by Mark E. Shoulson called pgpacket3.1 that tries to do the same thing.
The new (currently in test) GnuPG also comes with "gpgsplit" which
breaks OpenPGP messages into their constituent packets. It's quite
handy for comparing the output of two different programs.
