However I see a problem with the removal of compression: Almost all keys
have preferences for compression and most messages are using
compression.  Thus all implementations will need to keep on supporting
de-compression which is actually the more complicated part.

Here's what I would do (and have done):

Whenever someone makes a key, you throw in the preference that says no 
compression. You then either get hissy when someone ignores the preference (and 
thus breaks protocol) or implement the decompress side.

From an engineering aspect, you then don't do compression and declare it to be 
an error if someone breaks protocol, knowing that six months later, you'll 
have time to throw in the decompress bits.
