RE: draft-beck-opes-irml-02.txt

Hi,

Upon careful look at the DTD, realize that "matches" and "non-matches"
attributes of the "property" element are both mandatory (as indicated by the
#REQUIRED).  This need to be fixed.
I am not good at DTD synatics, is there a way to specify: "one and only one
of the following attributes 'matches' or 'non-matches' must be present"?
