IMHO, there is a lot of good stuff in what you are proposing.
The next step would be to phrase your favorite items as proposed
working group actions and specific deliverables for the new WG
charter, I guess.
While doing that, please do not count on much legwork support from
other working group members. There are probably less than 2.0
person-equivalents available on a daily basis to assist you right now.
Thus, be prepared to lead the work (which I think you are) and limit
your proposal to the most interesting/essential items that you want to
work on.
My understanding is that the working group would then review your
proposal and try to reach consensus on what to include in the revised
charter.
