I can look at it another way. The recipient may require the presence of a
particular AC. And, in a store-and-forward application, the originator
may not know what AC was required by the recipient. I do agree that in
most cases both the originator and recipient will know what ACs are needed
from context.

Do you agree to have AC (or AC references) signed ?
Up to now, everyone is refering a definition of AC. Can some one post or
give a URL where the (single) definition of an AC can be found. If it is
short enough, posting the whole ASN 1 definition directly to the list
would be fine. I would like to check how the pointer to the user
certificate is defined.
