Please explain what being a mutt user has to do with detecting a difference between rfc821 and rfc2821bis.

Mutt has a command called «bounce» which forwards mail to a third party without changing existing header fields.

Pine has command called "bounce" too. It resends mail adding "Resent-" header fields with RFC821 semantics. Just because MUA did not properly
name its function is no reason to account for it in the RFC text. But
to remove confusion, you can simply specify what BOUNCE means in the context of RFC2821bis text.
