Yahoo Groups did this 3 years ago. As far as I can tell they have

"are you still subscribe? click here to begin receiving
the mail again."
confirmation thing, that seems to be based on the number of errors it
sees over time, but the mail still does come in inbetween these random
"restart" messages. Doesn't appear to be your typical subscription
reminder. Its odd, and I didn't bother to analyze it.
