ADs my strong opinion that the real reason to move ABNF to Internet
Standard was that we use it all the time and it works for us so "duh".
Independent of discussing history, this sounds as if there is agreement that
use as two normative references in standards track documents should satisfy
the interoperability requirement, yes?
