No, I can't agree with that at all. How about one writes 3 Standards-
track documents, each of which normatively refers to the other 2. No
implementations are written. How does the use of references
demonstrate interoperability? What am I missing?

I also told other ADs my strong opinion that the real reason
to move ABNF to Internet Standard was that we use it all the time

Independent of discussing history, this sounds as if there is
agreement that use as two normative references in standards track
documents should satisfy the interoperability requirement, yes?
