Ok. 2821bis-07 is on its way into the posting queue. This
responds to and fixes all of the items on Tony's list except as
noted below. It also contains a few minor cleanups that are
noted in a drastically trimmed Section 1.1 (trimming it was one
of the cleanups) and in the change log (Appendix G.9).
The changes that have not been made involve some small issues of
formatting (notably blank lines in odd places such as syntax and
reference annotations). They are artifacts of the way that
xml2rfc is producing the document. After an extremely brief
discussion with Tony, I'm leaving them for the RFC Editor.
