Sort of, except that smtps is really submits. There's no way to signal
to an SMTP client that it can use smtps so in practice it's only used
for submission.  People have suggested kludges like using the high
bits of the MX priority value but they never went anywhere.

If we really want to speed up mail transmission over private links, we
can do a lot better than SMTP.  Twenty years ago Dan Bernstein offered
a stripped down QMTP:

It still works fine, except that now it'd need some way for the server
to tell the client about options that affect what the client can send,
like BINARYMIME and SMTPUTF8 and RRVS.
