Can anybody explain, what it is all about?

You may wish to read archives of the ietf(_at_)ietf(_dot_)org mailing list, in
particular http://www.ietf.org/mail-archive/ietf/Current/msg17524.html ,
or ask Google.

You could also see whether any Internet Drafts have been put forward
detailing 'IPv8', and judge for yourself whether its 'for real', or 'just
a waste of everybody's time'.
