Well, that's what I'm trying to tease apart
here: what's tractible, and what's intractible.
If the entire problem space is intractible,
then we probably have some pretty big problems.
It's not clear to me that it is though... read on.

I'd say it's the stack, (for MIP at least) but
that's a small point.

nope, the app.  the stack doesn't know whether the app prefers stability
or efficiency, unless the app tells it which it prefers.  but at least
the app probably has an idea which one is better.

this is fundamentally different than expecting either the host or
the app to choose between multiple source or destination addresses, each
pair imposing apparently (to the host and app) arbitrary constraints on
what the network will pass.
