indicate what specific technical work that is excluded by this language
is actually essential to the goals of DKIM.

You keep making statements like that without a shred of support for
your position. You seem to think that you alone dictate the conditions
under which a working group should be chartered. You are mistaken,
and IMHO your efforts are hindering progress of the the DKIM effort.
