Also, in general, we have operated on the basis that if people aren't
interested enough in a work item or draft to actually work on it or
review it, then the work item isn't really important to the community.

This even applies to drafts that I write, if nobody is interested ;-).

When all work items in the IETF reach that state, we can all get on
with our lives.
