I'm not going to parse the nuances of what you wrote, but I think
generally you're wrong.
The RIRs get their space from IANA@ICANN, so s/ARIN/ICANN/ and
read clause 4.3 of RFC 2860 carefully. The IAB decided that
the current issue *is* the IETF's business under that clause.
