RFC 4333 could also be used:

  "if the appointed member is unable to serve the full two-year term,
   the selecting body may, at its discretion, immediately select a
   replacement to serve the remainder of the term using the interim
   process defined in Section 3.5.1."

Please note that a member recall requires a signed petition by at least 20 people. It does not require the approval of the IAOC or the IESG. As such, nobody is stopping anyone from doing that.
