Yes, we often have such discussions.  My observation is that it has
typically had little or no effect on what work is actually done, absent
initiative from the community.

I don't think that's completely fair. Yes, of course nothing will
get done unless there are people willing to do it. But if the
IAB holds a workshop on ploomdoogleblits, which will undoubtedly
include some IESG members and some people who aren't members of
the I* at all, some ideas will emerge about how the IETF should
respond to the ploomdoogleblit work that is going on in academia or
industry. Drafts will appear, apparently from the "bottom", and
a BOF proposal maybe - which certain IESG members will be ready
to pay attention to, because they were at the ploomdoogleblit
workshop.

Of course that's not the only path to getting work into the
IETF, but it's one of the paths, and it happens. (Maybe it
would happen more if the IAB became the Internet Innovation
Board.)

    Brian
