FBI just announced that they want to wiretap Voice-over-IP phone
calls.
It's just a matter of time that they will demand access to the
mail traffic. What will you do? FBI wishes are not universal across
the internet.
This is not a new requirement. It is actually long standing.
The principle also applies to email, there are regular requests to intercept
email. There is even a cop in Loudoun county that does nothing other than
serve intercept warrants on AOL.
The FBI can request the bits, but there is no requirement to design the
system to make it possible to decode them.
