No Threads?

I'm trying to switch from using a frames.rc to a icons.rc, but I've lost
thread creation. Why? 

I thought they were default, and I know they should be there because the
frames.rc is creating them. I've been looking at the doc's, but was
hoping somebody might have a simple answer.
