roxen tries to execute <sqloutput>, but this makes no sense.

Fix roxen.  The example you give is legal HTML.  Roxen is not properly
parsing comment declarations.  The mistake that roxen is doing was
more common a few years back, but most HTML parsing software (including
Web clients and servers) do things properly now.
