issue about template variable substitution

Hello,

There is an issue about variable substitution, which is that spaces are
always added around the variable.  For example the template

     Last update on <!-- DATE -->date<!-- DATE -->.

produces this on the HTML page:

     Last update on 2002-05-16 .
