This sounds like maybe you've run into bug 25043:

slocal doesn't cope with the case where (a) you've compiled
nmh with dot-locking and (b) /var/mail isn't writeable by users.
Assuming this is the case then there are two possible
fixes/workarounds:
(1) if you're on Linux, install liblockfile and build nmh to use it
(2) don't use slocal to deliver mail to the system mbox file
