If you cannot find a web or FTP server to host the file,
and Dropbox or Google Drive are also off the table,
you might try using split(1) scripted with mhmail(1) -attach
In case someone brings it up ... send(1) does support the -split flag, which
will generate a message/partial message. However, a) you can't control
the split size and I recall that it's rather small, b) I doubt any MUA
today other than nmh can handle a message/partial.
