Right. More accurately, set everything based on the first of LC_ALL,
LC_CTYPE (that's all we care about), and LANG that is set (though
implementation dependent, that seems common).
Sigh. I don't know. I see arguments for both. Personally, to me this
is another argument that we shouldn't be doing this AT ALL, but that bridge
has been crossed already :-/

I'll leave LC_ALL as-is unless someone has a reason to change it.
