Matt can quickly get a certificate identifying him from a
residential CA, he just cannot get one identifying him as a professor
at Dartmouth without the knowledge and approval of Dartmouth.

Not everyone will agree that this is an acceptable restriction.

What level of assurance will the residential CA require before issuing
a residential certificate? Why should it be any harder to get a
certificate with a professional or office address?

My claim to be a member of an organization is not equivalent to the
organization's certification that I'm a member.

I'm free to wear a Harvard sweatshirt in Harvard Square, whether or
not I'm affiliated with Harvard. However, I'm not free to carry an
official student ID card. I'm even allowed to be a student and wear
the sweatshirt but to have left my ID card back in the dorm room.

Why shouldn't an electronic version of display-of-affiliation allow
the same latitude?
