Brad,

        A couple of points.  The patent for the RSA cryptosystem is
held by MIT, not RSADSI or PKP.  The latter organizations are the
folks who license it.  And no, I'm sure that any license you might
acquire for for RSA would not entitel the licensor to then make it
freely available.
