Why do you need the official ISOC root key before you can run? You're
going to need to be able to change keys from time to time anyway.
We're running a PCA with our own root, and we'll rotate ourselves
under the ISOC whenever the pieces are place. Ideally, the users will
not see much of a glitch at during the transition.
Well we "can" handle multiple roots (say one for each PCA). However if
we go this way, we will have to install new software each time we add
a PCA. We can do this to get the ball rolling, it just isn't a good
long term strategy.
