I believe the first step in their ever being noteworthy consensus
regarding MIME-PEM's promotion to the standard track is that the
technical discussion and argument of MIME-PEM returns to where it
belongs - in the open.
I remember Steve Kent spent thousands of lines responding to my
own insatiable need to understand the issues and justifications behind
822 PEM. MIME-PEM authors might demonstrate their underlying openess
by arguing the merits of their changes over what already exists in 822 PEM.
They should demonstrate that there is a significant and active implementor
and user constituency which desires a move away from 822 PEM's design precepts.
I honestly can't see any consensus developing before this point
is cleared away.
(I dont think anyone seriously has any profound issue with the MIME related
portions of the work, strangely!)
