Actually, this is also already true -- at least cryptocraphically.
PGP and PEM have the same RSA-encrytped data format (in particular,
PKCS format -- I forget which PKCS document is used).  As a result, 
if PGP and PEM were to coordinate the MD-5 hashing, such that the
exact same document were being hashed, then the signatures would
be the same.
