I believe you suggest 4 goals in this paragraph: 1. PEM and PGP signatures should be the same
Actually, this is also already true -- at least cryptocraphically. PGP and PEM have the same RSA-encrytped data format (in particular, PKCS format -- I forget which PKCS document is used). As a result, if PGP and PEM were to coordinate the MD-5 hashing, such that the exact same document were being hashed, then the signatures would be the same. -derek
