So why dont we just adopt it?

It doesn't interoperate well with existing MIME implementations in all cases.
In the case of PGP this isn't much an issue because of the way PGP is normally
used (i.e. mostly for encrypted messages). It is, however, a big problem with
some potential uses of PEM (i.e. MIC-CLEAR).

It works and users apparently use it. What more do we need?

We need to look at and see if anything needs to be addressed. The present
multipart security mechanism is in part a result of this examination.
