Both!  :-)  Both of us concluded early on that there is no universal
way to decide which metadata are relevant for searching and which aren't.

... so to move the dirt under the carpet we both assume that such
decisions are made by some module, not by the core.  Most probably
these decisions are made during the import, governed by hints given
(as arguments?) to the import routine/method.
