In the general case module (package) names in UTF-8 are unfortunately
unportable because those names are bound to the underlying filesystem.
Ah, so its a file system issue. Well, I'd like to help encourage people
upgrade their systems :-) Could we take the attitude "if you can't load it,
you don't need it"? Honestly, the cost of providing a translated version of
a package is one I'm quite willing to bare in exchange for being able to
use UTF-8 module names. Just think of how this opens up name spaces...
