I suspect there is nothing illegal about anonymous unsolicited mail. At
least not if the contents are "legal". However, I agree it should be
stopped.
I have a correspondent in Hanoi who pays US$0.22 per K for incoming
mail. This thing could have cost him $7.00. Incidently, he told me the
GDP/Cap of Vietnam is $220 (one megabyte).
