This is getting a bit off the topic of "procmail", but...(its been a
while since I posted anything to the list :-) ). The intent of MIME
quoted-printable is to be more-or-less human readable, escaping only
those characters which won't make it safely through all mail systems
(long lines, 8-bit characters, etc.).
