One can't.  I guess this just made it into the "BUGS" section of formail.

One reason for this is because it has the potential to turn into mailstorms.
The other reason is that the internal structure, header parsing and
heuristics of formail are hard to adapt to an arbitrary number of possible
return addresses.

Formail tries very hard to fish out a reliable return address from a, possibly
corrupt, supplied mail header.  If, all of a sudden, it is allowed to pick
best and just as good, and so forth, the current heuristics break down.
They are only prepared to pick out the best.
