Either persuade your system administrator to install procmail with enough
permissions to modify the /usr/mail directory, or change your default
lockfile by using this as the last rule in your .procmailrc file:
:0:$HOME/mail.lock
$DEFAULT
I tried this with VERBOSE turned on and got the following in my logfile:

procmail: Assigning "SHELL=/bin/sh"
...
procmail: Locking "/home/vogelke/mail.lock"
procmail: Assigning "LASTFOLDER=/var/mail/vogelke"
