What is "Couldn't make link to"

Why am I getting this in my log & what does it mean?

 procmail: Couldn't make link to "/tcp-group.V71"

I have two identical recipes for different mail lists, one gets the "Couldn't
make link" error, the other doesn't.

Here's the rc file:
