MHonarc doesn't need to be installed by root. Anyone can install it.

If your IAP doesn't even give you a shell account, yes, the only solutions are
to change for a new IAP or to beg it to install MHonarc for you.

This is procmail's will. But you're the master. Command and it will obey:

UMASK=033
