Actually, I would argue more from the concept that "procmail" is a
compound word, each component of which should be pronounced as it
would be pronounced separately.
I browsed through a spelling dictionary (one of the rare times they're
actually useful) to find all its English words ending in [aeiou]c.
Almost all of those ended in ic, and most of _those_ ended in tic.
But I did find two words ending in oc:
bloc
havoc
proc just fits right in, wouldn't you say?
